LED Lighting

Program Description

The LED Lighting Program offers significant incentives for business, government, and nonprofit customers to upgrade parking lots, garages, and other facilities with energy efficient LED lighting and controls. Cash incentives—based on peak demand* and annual energy savings resulting from LED installations or retrofits—are available upon the verified completion of a qualified lighting project. These incentives can cover up to a maximum of 80% of the project's total value, allowing customers to quickly recuperate installation costs while saving energy, reducing operating expenses, enhancing property value, and providing users with outstanding service for years to come.

These energy-saving projects must be approved by Oncor prior to starting. All measures must be pre-approved by Oncor and installed by a qualified Service Provider.

Service Providers

Service Providers submit a Service Provider Application (available at the bottom of this page) and enter into a standard contract with Oncor. Service Providers can be:

  • General Energy Efficiency Service Providers
  • Retail Electric Providers
  • Contractors
  • Energy Service Companies (ESCOs)
  • Customers
  • Lighting Manufacturers
  • Lighting Distributors

Any listing of Energy Efficiency Service Providers available from this website is not associated with or endorsed by the Public Utility Commission of Texas or Oncor. Oncor is not a party to the agreement between the consumer and the Service Provider. The Service Provider is solely responsible for the performance of the work and contract fulfillment.

Eligibility Requirements

See Program Manual for complete project, Service Provider, and measure eligibility requirements.

  • Businesses, government, nonprofit, and other facilities located within Oncor's service area that receive service from an Oncor electric meter.
  • For transmission accounts, the facility may receive a point-of-delivery transmission level of up to 68 kV. (Facilities receiving higher point-of-delivery transmission levels should enroll in Oncor's Targeted Industrial Program)
  • A single project must produce at least 50,000 kWh annual energy savings or 5 kW peak-demand reduction.
  • Customers may only participate in one of Oncor's energy efficiency programs for the same energy savings.
  • New construction and retrofit projects are eligible.
  • Interior lighting projects at government-owned, non-educational facilities are eligible.
  • Stand-alone signage (such as billboards), street and traffic signal lighting are not eligible for this Program.
  • The submission deadline for complete 2010 Project Applications is November 15, 2010.

All measures must be installed by a Service Provider that has met the eligibility requirements specified by the Oncor Take A Load Off, Texas® LED Lighting Program. Please note that Oncor does not recommend any company, contractor, or product, nor guarantee the work performed by Service Providers.

  • Non-educational government facilities may qualify for indoor lighting

Qualifying Measures

Eligible LED measures for the Program include U.S. Department of Energy (DOE) ENERGY STAR®-qualified LED light fixtures and controls (occupancy/daylight-sensing).

Criteria and testing procedures under the ENERGY STAR® Solid-State Lighting (SSL) program continue to be developed, and LED manufacturers are in the process of qualifying their products. Therefore, for the 2010 program year, the Program will evaluate and qualify proposed LED lighting measures on a project-by-project basis using the applicable ENERGY STAR® criteria, standards and testing requirements in effect at the time of project approval. The Program evaluates measures in a market-neutral, non-discriminatory manner.

Service Providers are encouraged to review the 2010 Program’s LED Measure Eligibility Requirements (available below) before developing potential projects. The 2010 Program does not pre-approve measures but may offer limited assistance to Service Providers considering LED measures available for an identified eligible project.

All measures must be pre-approved by Oncor and installed by a qualified lighting contractor Service Provider. See the Program Manual or LED Measure Eligibility & Qualification documents below for more information. 

Program Benefits

Light-emitting diodes (LEDs) can offer significant cost-savings and other advantages over conventional lamps commonly used in large outdoor and covered areas, such as parking lots and garages:

  • Energy Savings – LEDs can produce more light per watt than conventional, high-intensity discharge lamps (e.g., metal halide and high-pressure sodium), and may therefore require less energy to deliver the same amount of light.
  • Operational Savings – LEDs have very long life spans (50,000+ hours), which reduce the frequency of costly maintenance and replacement service.
  • Light Quality – LEDs can produce a very clean, bright light. The superior color, rendering uniformity, and visibility provided by LED lighting can improve user safety and visual comfort while enhancing property values.
  • Future Savings – LEDs are a rapidly evolving technology with a record of efficiency, performance, and longevity advancements—along with reduced manufacturing costs—every year. Amid increasing public emphasis on energy efficiency, LED lighting can minimize a major component of a facility's carbon footprint.
  • Durability – Unlike conventional lighting, LEDs are very tolerant of temperature variations, vibrations, and on/off cycles. LED fixtures can also be tightly sealed, which prevents the interior accumulation of dirt, insects, moisture, and eliminates the need for time-consuming disassembly and cleaning.
  • Environmental – LEDs contain no mercury or lead.

Incentives and Savings

Oncor provides customers with the following incentives based on the estimated on-peak demand* and annual energy savings resulting from the installation of LED lighting and control measures:

  • On-Peak Demand Savings: $235 per kW
  • Annual Energy Savings: $0.15 per kWh

*The on- peak demand period is defined as the hours between 1:00 p.m. to 7:00 p.m., Central Standard Time, Monday through Friday, June through September, excluding weekends and federal holidays.
